YouTube is not receiving enough data error

I have an 150 Mbps internet connection, with upload speed around 130-140 mbps. But I am not able to stream GTA 5 online, you can see the OBS studio is not taking much network speed in the bottom right corner and Youtube is not receiving enough data as well, I have Lenovo Legion 5 Ryzen 5 4600h GTX1650 16 GB RAM laptop, but as soon as I open GTA 5 the stream starts lagging and that red icon comes in OBS studio, is there any way to fix this?

The log assumes that it's nothing with your encoding stage, but the connection/transmission:
"Number of dropped frames due to insufficient bandwidth/connection stalls: 21876 (65.6%)"

Nearby 2/3 of your samples get lost this way. (connection = network). In the 2nd try you activated "dynamic bitrate control" and it dropped it even to 2300 (and still had problems).

Anyway: disable the psycho based optimizations in the encoder. Its concurrent to the games using specific resources on the gpu same time.

And: Try to stream a fullscreen played mp4 (via media source or vlc media source) - instead of GTA - to see if your network connection still shows the same behaviour. If _not_, then GTA does something seriously with your computers connectivity at all. But i'm not in the Ryzon/GTA/gaming stuff. Then someone else should step in and answer...

Okay so, While I am streaming epic games launcher screen its working fine - but yeah the data it takes was around 3000kbps something like that. My bitrate was around 6000 (Stream condition was excellent, no error message on YT), (i.e. screen with minimum graphics you can say). But as soon as GTA loading screen comes I get that error message on Youtube, and the stream starts lagging, same happened with Valorant as well, before it was working fine for valorant, and for GTA as well like last week it was working fine, then I changed some gfx settings of gta after that it started giving this problem, don't know how to fix it.

Youtube is tolerant a long way. There bitrate warning comes late.

If you know that it worked before, you should tweek the gfx settings of gta back. ^^
Have you disabled the psycho optimisations? As said they share resources on the cuda cores within the gpu.

Yeah, I kept default gfx settings of gta, reinstalled obs studio, it didn't worked, disabled psycho optimisations as well, didn't work, stream was lagging while playing the game, like on my phonethe stream was continuously buffering after every 5 seconds or so. Three latest log files are below. Even with offline games like forza horizon 4, I was getting that red symbol in left bottom corner and the data transmitted was about 3000kbps, like I have upload speed of 150mbps, still it was capped at that 3mbps speed on obs studio. But the stream worked fine with geforce experience for offline game, but for games like gta or valorant (online) the geforce experience doesn't work properly.

Your root issue however is a connection issue, and not a source issue.

Can you suggest some ways to fix it? I have no packet loss in valorant, my ping stays around 10. And I get no lags in the game.
Obs studio was working fine before, like 1-2 weeks ago, now it is giving this issue. My download speed is around 18 MBps i.e. 150Mbps, and upload is also above 100 mbps after doing around 10 speedtests.

Then your current connection path to youtube's streaming servers isn't able to maintain connection, regardless of what speedtest.net tells you
