Bug Report X299 - Turbo Boost Bug - OBS Crash/BSOD - Workaround inside

Greetings,

I'd like to report a bug in OBS/Intel Turbo Boost for x299 chipset. I'm using 7820x with Turbo Boost/3.0. Tonight whenever I start encoding stream OBS crashes or and that's even worse Windows gets BSOD.

Someone reported similiar problem with Adobe product on x299 platform. I'm experiencing this issue in OBS Studio, latest version 20.1.1. Important part of log is below, it has something with x264-152 lib.

Temporal fix - Disable Turbo Boost in BIOS.

libx264 crashes come down to the following:
1> unstable overclocks
2> failing ram/cpu
3> microcode issues in ryzen processors (not your issue)

In 20.1, libx264 was updated to the latest version which includes some new optimizations -- however, these optimizations appear to be a bit unstable in the case of things such as turbo boost or AVX options in the BIOS. It seems a bit random currently. For example, some people seem to be fine while others have this issue. I'm going to continue to monitor the situation.

Based on a search, a few of them might have been able to fix it with BIOS/Motherboard firmware update with motherboard settings reset, others fix it by specific Turbo boost configuration.

... I have been streaming before on this same PC with turbo boost enabled and worked fine and all of a sudden turbo boost is causing the bluescreen? It's very odd.
