x264 shutter weird dual pc stream

hi i have a dual pc stream

capture card =avermedia live gamer 2
cpu 12700k

so i feel my stream have something wrong its shutter with the cpu
here the log tell me if u need more

and i forgot if i stream with nvenc no shutter but its only a 970 so the stream is ugly

okay i just tested if i disable my second capture video (webcam logitech streamer cam) 1920x1080 the stream dont spike anymore ?? is it normal maybe the 2 source is asking too much

my preset is slow
