Heey.

I have a question. What is best to use for my setup. is it x264 or NVIDIA NEVENC H. 264 or NVIDIA NEVENC H. 264 (new)

i Have many friends who say that NVIDIA NEVENC H. 264 (new) is the best. And many others say it's only for RTX

My Setup
i7-8700K CPU @ 3.70GHz
MSI Geforce GTX 1080 Gameing X 8G

With nvenc (new) you're doing nothing wrong. It's the best general solution, regardless of having a GTX 10xx or a RTX 20xx. A more specific answer cannot be given with the amount of information you provided.

Where in he says it's only the GTX16 Series and GTX 20 because they have the new encoders. As you can see, I'm a little confused

These cards have a better encoder than the 10xx cards, but the encoder on the 10xx is still very good and better than every other hardware encoder. In terms of OBS, you just choose nvenc (new), regardless of what card you have. It's available for all Nvdia cards. There is no different configuration between a 10xx or a 20xx card.

Okay that sounds good. But what if you run duel pc stream? what is so best x264 or NEVENC? I even run single pc stream but considering and doing so i can run duel pc stream

With a dual PC streaming system, you will choose a powerful enough CPU on the streaming PC, so you are able to use x264 as encoder with the fast or medium preset, some even use the slow preset.
