x264 is the software (CPU-based) h.264 encoder stack.
nVidia GTS/GTX 250 does not support NVENC, and the 200-series nVidia cards are strongly not recommended due to memory management issues with the entire line.
You will need to use x264, or upgrade to a modern GPU for hardware encoding (preferably an nVidia 1000 or 2000-series card, better than the GTX 1030 which does not support hardware encoding.)
