Bug Report x264 encoder VBR setting no longer working

On the latest versions of OBS I'm noticing that VBR doesn't actually seem to reduce streamers' bitrate much if at all.

On previous versions I would expect a typical art stream (on piczel.tv, the art streaming site I own), to use maybe 600kbps at 1080p 30fps with VBR and a keyframe interval of 4. Now I'm seeing bandwidth peg for every streamer that has updated or just installed obs for the first time at their max bitrate.

Can anyone else confirm they see this and sanity check me?
 
May still be a bug, or maybe I put in my encoder settings incorrectly when we added piczel.tv to the obs stream servers - unchecking the enforce streaming service encoder settings fixes this, but I'm not sure why exactly.

If we need to edit the piczel.tv entry in the stream list, let me know, otherwise maybe this is a bug?
 
Generally, VBR isn't recommended for streaming at all due to what happens to viewers when the bitrate spikes.
 
Ok, and I've got years of running my site that says VBR works great, especially for art streams. Either way that's not relevant, VBR shouldn't peg out at the max bitrate just because "enforce streaming service encoder settings" is checked.
 
Ok, I am the owner of piczel.tv. I do not want CBR enforced. I did not set anything that said I wanted CBR forced when I added my site to the streaming service list.

What do I change to have CBR not enforced?
 
To stop OBS from enforcing anything, disable Enforce streaming service settings in Settings -> Output.
If that is enabled CBR is always enforced.
