X264 Bitrate Wont Change

When i change my bitrate from 6000 to 8000 while using x264 when streaming on twitch it wont go over the 6000ish. Are twitch hardblocking anything over 6000 with x264, i can test 8000 on twitch using NVENC and it works?

you have to check "Ignore streaming service setting recommendations" under settings -> stream
