Question / Help World of Warcraft ingame 69-120 FPS Obs has only 25-60

Obs didnt hit the 60 FPS mark stable to send out to Twitch or Youtube. Since some days. Is something broken here ? I have this problem with Quicksinc // NVENC and X264

Maybe my new nvidia driver broke here something?

My CPU is NEVER over 40% on use.
