Not sure if this is the right forum, but my question is....if the Hollyland Cosmos C1 transmitter only shows to output at 60fps, will that be ok if everything in my OBS software setup is 1280x720 "30fps".

wrong forum - support requests belong in the appropriate Operating System forum (Windows, MacOS, Linux)

that said, Source FPS can be different (more) that Stream settings. Base Canvas and Output settings can be different
make sure your https://obsproject.com/kb/video-capture-sources is configured correctly

Using wireless is always risky, but for reference, I use a NDI PTZ PoE camera that runs at 60fps, and I record and stream at 30fps with no issue
