I think the video and the control are two completely separate problems. If you happen to find something that combines both, that's great, but it narrows the playing field a bit to require it.
You might look at a PTZ camera. (motorized Pan, Tilt, Zoom) If you get one that is compatible with the PTZOptics brand, then you can use that plugin to control it. If you get one that can be viewed in a web browser, then you can use the Browser source in OBS. You might have to play with the exact URL to get you directly to the video feed, but I think you get the idea.
PTZ cameras are expensive though. You're mostly paying for the motorized gimbal, with only an "okay" camera and lens on it. It's also why the long-zoom versions are so much more expensive than short-zoom: it's not the lens that's expensive, it's the super-smooth pan/tilt to make it usable with such a long zoom.
If you don't need a gimbal, or you're okay with having a separate solution for each problem, then you might think about an old Android phone running the free
IP Webcam app. It has ads, but only on the control/settings screen, not the streamed video from camera to WiFi. And it even tells you exactly what URL to put into OBS's Browser source. (or anywhere else you want to use it)
WiFi is often known for being unreliable enough to require a trade-off between a good picture and low latency, but that app in particular does a really good job of both! Of course, it does still require a decent network to do that......
