This has been an ongoing problem with me and OBS Studio, all incoming audio levels dropping to 13% of previous setting on launch and sometimes locking there (unable to manually reset the mixer).
This has NOT been an issue whatsoever on the 64-bit windows build (and I still use it to this day, quality software right there)
Tested on Win 7 64-bit with Studio 0.13.4
Hoping its a setting on my end but I highly doubt it as its the only capture software I use that displays this problem. (FYI log shows nothing useful but posting it anyway)
IF this is a feature, I would LOVE a toggle to turn it OFF.
And as you can see from the mixer screens, the issue even makes Studio muted (Not ideal if I'm trying to test audio levels in the first place)
t does effect Systems Sounds as well, even tho its not shown for some reason
