Windows Does Not Recognize the USB Device

So I am connecting my computer to a VCR and it was working at one point but now I do not seem to be able to make a connection and I get a "Windows Does Not Recognize the USB Device" error when I plug it into my computer. What can I do?

Install the newest available drivers for the USB device. If still having that issue, contact the manufacture.

Still, nothing... I lost the how to manual as far as connecting to a vcr/source. Is that online so I can try that again?
