Question / Help WIndows 7 OBS Capture Laggy Frames

So my problem is when I start up obs the first capture is display capture (my monitor) and the FPS is around 9 constantly (see picture attached) I really have no clue on how to solve this problem same thing goes for when I record a full screen game the fps never stays at 60 I even tried recording Minecraft and I always get 300 FPS or more when I'm not recording or streaming. I mainly want to use obs for streaming but without even hitting the start stream/recording button my frames are always low.

Is there a fix?

This is due to a limitation in Windows 7. Display capture on Windows 7 is not efficient. Update to Windows 10, or don't use display capture but Window Capture or Game Capture with Windows 7 instead.
