Windows 10 using IPAD as a video capture device

I would like to do two forms of live streaming. Both of these are where the IPAD is hardwired to the computer via USB
1) live stream my IPAD where I write on it as a white board for students to se

2) use my IPAD as a web camera and stream video through its camera.

Everything I find online is for a Mac to IPAD connection, which I do not have. Any ideas would be greatly appreciated
