I originally posted my problem on /r/obs:

I have Verizon FIOS with 150 mbps of upload speed. Haven't any issues with streaming until last week.

A quick summary of what I have done so far:
-Lowered Bitrate <6000
-Ensured encoder was set to Hardware H.264
-Reset my modem
-Rolled back my OBS version to previous iterations
-Changed audio Sample Rate to 44.1 kHz
-Uninstalled and reinstalled OBS multiple times
-Ensured my OBS was running in Admin
-Conducted Windows Recovery to earlier date in the week, no other date was available on this PC

No joy so far. What WAS working was my laptop on the side. It streamed at 9k+ bitrate flawlessly with like a 0.3% frames dropped over the course of an hour. That's what led me to believe that the issue was locally at my PC and not my ISP. The only change I noted was an update to Windows 10 that week or perhaps the week prior. Another redditor noted that they had the same issue with the update and had no issues on their PC with Windows 11. I looked into upgrading my own machine to Windows 11 but found out I was not able to set my TPM to 2.0, making it incompatible, I'll need to by a new TPM chip and add to my motherboard.

This is where I am at so far with this issue. I purchased Verizon FIOS for the sole reason of being able to brute force my connection into streaming with no hassles, so it's a bummer that it no longer works. If I don't get any new feedback here I'll probably look into installing a new TPM chip and upgrading to 2.0 for the new OS and see if that corrects the issue.

As an old Technician, I love troubleshooting and would love to fix this. It'd be great to get input from the OBS team! If there's anything else I can try, please let me know.

The i7-9700 does have a integrated tpm 2.0. Check your bios, activate TPM, and if you have the choice to choose between a discrete and an integrated TPM, choose the integrated one (or called ftpm or PTT). The discrete one might not be 2.0, but the integrated one definitely is.

II'll double check, I enabled my TPM but it was only 1.3. I'll see if there's another option.

Turns out even if your TPM chip is physically 1.3 it can be coded for 2.0. I finished installing Windows 11 and still no joy. Tried the TCP Optimizer with it set to RTT of 80ms with the same results. Now I'm really scratching my head.

That's an insiders build of Win 11. It may have broken features.
To better measure the integrity of your network connection against Twitch servers you should try TwitchTest | r1ch.net
Anything bellow 90 quality shows an issue that most probably is within the ISP.
Other than that, the log shows everything went just fine but you didn't finish the stream before uploading the log file so there's information not showed in it.
