Question / Help Windows 10 : OBS Thinks I have 20 FPS

So I upgraded to the Windows 10 and When I preview the stream or even stream with obs classic or obs studio it for some reason thinks I only get 10 - 35 FPS and I have it set to 60 and I get around 75+ Fps in game, I have tried other games but for some reason it does the same thing, I could really use some help, here is my OBS Studio Logs: https://gist.github.com/6f5bc21c6acbda3cd8edb9ed6f2c0380
