Question / Help Windows 10 maybe making my stream jitter and lag?

So since I have installed windows 10 a few days ago my I have been trying to use the same settings I have been using for some time on windows 7 and had no issues reguardless if I used VBR, CBR, or ABR, everything was smooth and no issues but now my game lags a bit and my stream is not smooth at all. for reference of what I mean https://www.twitch.tv/mr_chillington/v/89431708

Okay so after doing a clean install to the previous drivers here is the result with VBR on: https://www.twitch.tv/mr_chillington/v/89521751
ill work on the quality later but the driver seemed to have been the issue. to me it looks much smoother what do you think?

Because variable bitrate will cause irregular feeds to your viewers, and will cause buffering problems on their side.

Ahhh okay thank you for that information :) also thanks for the help. but what did you think as far as smoothness?
