Question / Help Will not open_sort of

I got it to open a couple times and it worked great so the issue is. When I try to open OBS the box flashes on the scree for a split second and then I see nothing. When I try to shut down or reinstall windows says it its still running. Problem is where is it. It does not show up in the task manager.

It looks like its having issues with the pac file. Remove the proxy through control panel. internet options-> connections-> lan
Or you have 3rd a party internet based application interfering with obs. Thats All I can think of from the log you have shown
