well... it depends on what sorta games you wanna stream. if the game is intensive on either cpu or gpu then probably not. your best bet, in my opinion, is to use your cpu as your encoder(x264 encoder) and to stream at a lower bitrate. You can probably achieve 720p 30 but it will probably be straining on your pc. and when i say lower bitrate i mean around 2500-4000 would work for 720. i personally would go to the middle and stream at 3000 or 3500 depending on your upload speed. just keep an eye on your pc when you are streaming and see if anything is being stressed out. you can probably see this in games with frame drops but it depends. i mean hey i have a friend that used to stream 720p 30 on a Pentium so i think you might be okay. (take in consideration he had a gtx 750ti paired with the Pentium)
