Why would a MP4 play on certain android and apple devices, but not all of them.

It plays fine on windows player and vlc. I tried to record to mkv and mov and convert it to mp4, but it does the same thing. Thanks for any help. Please see the red line below.

Don't save to mov either. mp4 inherited its problems from mov.
