Question / Help why the dropped frames?

I was fine, messed with some settings but turned everything right back. why am I dropping like all frames?

I normally have internet issues sometimes but this seems to not be internet issues?
should I fully reinstall?

so why is my speed test 15mb up and after I stream for 20 seconds it drops out like that? Not to mention didnt the dump file say 0% for dropped frames due to connection? Or is that wrong?
