Question / Help Why OBS not work on dedicated server

Kindly support tell me why obs not work on this dedicated server

You've linked to a CPU, not a server. In any case, OBS requires a DX11 hardware accelerated GPU so is unlikely to work on servers / VMs.

I had other server with following specifications (attached) but have windows server 2012, how to work on server stream ?

As far as I'm aware, Opteron has no built in graphics. OBS requires a GPU to function.
