Why is my Twitch streaming capped at about 2300kbps when I have a 32mbps upload rate?

Hi. I would like to stream games on Twitch but I can't because my recommended bitrate is awful. I would like to stream at 6000kbps (Twitch's max apparently) for a 1080p 60FPS stream but for some reason I'm capped at about 2300kbps. This is what the OBS auto-config tool recommends. If I put a higher bitrate I get lots of dropped frames and the stream is an absolute slideshow. Why is this when my connection is much better? Is there anything I can do to rectify this? Thanks.

Edit: Also my CPU is an AMD Ryzen 5600X and GPU is an RTX 3070. I have 16GB RAM. I only want to stream old games like classic Doom so it shouldn't be a problem with this rig.

Consumer internet speed is like consumer speakers. The quoted figure is technically measurable in ideal conditions using non-representative data, but you'll never get anywhere close to it in actual practice. The experience that you describe sounds about right.

Use this tool to more accuratelly measure the quality of your internet connection against twitch servers. It measures the rtmp protocol wich isn't done by speedtest.

Anything bellow 90 quality is bad and most probably an issue on your ISP.

But hey I'm breaking 3000kbps with some of these servers, some even hitting 3,500kbps. Apparently 3000kbps is alright for 720p30fps. Maybe it'll be okay?
You think if I contact my ISP about this RTMP protocol that they'd be able to fix it? Probably unlikely :(

The OBS auto-config tool still recommends ~2300kbps.
Oh well, I guess it's just not in the cards for me to stream.
