Question / Help Why does the HD60 pro use so much CPU before any encoding is performed?

Recently I setup a stream pc equipped with a HD60pro, after a lot of testing I've come to realise that the HD60pro will use upwards of about 50% of the CPU before I've even started streaming, or recording. This happens even with preview disabled. I know this problem is with the capture card or OBS studio because when I remove the capture card as a source from OBS studio, the cpu usage immediately drops below 1%. If anyone has any ideas how I can reduce this huge cpu usage that would be great, because then I can stream at decent settings.

My setup conists of an i5 3570k at stock clocks, no gpu and 16gb of ram, my log is below any help is greatly appreciated.

UPDATE: After an intel HD graphics driver install and a restart, the CPU usage and dipped to around 25% usage, however I still consider this to be a very high CPU usage for something that isn't doing anything yet, again help is appreciated.
