Why does my recording stutter like this?

Yes, I am aware that I have the bitrate set kind of low right now. I tried lowering it quite a bit but the strange stuttering never went away. The stuttering does not happen in game, it only happens in the recording. I am using game capture. My main display and the recordings are both set to 60 and I play with VSync on. Is it potentially a problem
with the encoder I am using? I have an Intel i5-11400F, 16GB of memory, and an RX 580 8GB if that helps anything. Thanks.
