Why does disabling browser source hardware acceleration work?

I've seen a few people complaining about their browser sources lagging after upgrading their PCs, and they tend to find that disabling hardware acceleration for browser sources fixes it. This seems counter-intuitive. If they have a faster system than before I would have thought the newer machine would be even more capable of HW acceleration, so why does it seem to fix the issue?

Someone please correct me if I am wrong but I believe this is due to Windows 10 not being great when it comes to resource allocation and these types of usages(OBS, etc).

It is generally because of poorly implemented drivers for the video card or using content in your browser sources that doesn't work well with hardware acceleration
