Why do my recordings/livestreams lag?

On 1080p(20-15), it doesn't work
On 720p30, it stutters (tiny bit)
Below 720p, I haven't tried. The auto-configuration wizard tells me to do 480p60, but my internet is 25-65 Megabytes pet second. I tried playing with the settings, setting the bitrate higher or lower (5000-20000 kbps), and I feel like upgrading my computer. What setting do you recommend? I just want at least 720p btw.

That is a ultra-low power CPU, optimized for battery life, not the computationally demanding task of real-time video encoding. Upload bandwidth isn't relevant. Your laptop isn't powerful enough for what you are asking it to do

I recommend monitoring hardware resource (CPU, GPU, RAM, etc) utilization to see if your system is being maxed out with your settings [Task manager’s Performance tab and/or Resource Monitor]

To use your current system, you'll need to learn to optimize for an under-powered system. That means optimizing the OS (ex turning off/disabling things that don't need to be running, turning off/down some Win10 eye candy, etc) and OBS. think 720p 30fps at 5000 bps or lower *IF* you do some optimization and get realistic with expectations and settings

And you clearly need to clean up your OS
