why do i have stream delay when streaming on twitch or YT

i have a Ryzen 7800x3D with 2TB SSD 32G RAM 4070 TI SUPER i am wondering why i have stream delay i want it so my viewers can see my stream with no delay do i have to become twitch affiliate? i mean i mess with the obs setting i set the bitrate to 4788 and i start to stream and it says my kbps is 16700 i just want no delay so my chat can see with no delay can you please help me please

Commercial broadcasts (like the Super Bowl coming up) are several *minutes* behind. It's amazing how many stops it has between the camera and your screen, and every one of them adds its own little bit.

A few seconds for you is actually pretty good! Far fewer stops...

That said, there may be a setting on the receiving end (Twitch?), to adjust the latency. I know YouTube does. The tradeoff is that you're running on public internet with no special priority, and so there's a real possibility of packets getting dropped and needing to be resent. It takes a while to do that, and if the player gets to a "hole" before a resent packet can slot in there, you get the buffering pinwheel.
