Why can't i change my fps in video settings in 60 it is capped at 30 fps whats the problem

To be limited to 30 fps it is sufficient to just have Facebook Live configured in Settings->Stream->Service. Even if you never intended to stream to Facebook Live in the first place. So go to this setting and set it to anything else, but not to Facebook Live. You don't need to configure anything for other services, no login, no stream key. Just set the drop down entry to something else.

my monitor has 60 hz rate i dunno why i cant choose 60 fps
my specs:
8 gb ram 2600mhz
intel core i3 3.60 ghz
gtx 1650

Umm so it seems that you need to put setting>stream>service>custom
if its sets in fb live tnx
