Downscaling in Settings > Video is done on your GPU and allows the use of filters. That video is then sent to Settings > Output where it can be rescaled using the CPU if you choose. You generally don't need to use the CPU rescaling options under Settings > Output unless you need to stream and record at different resolutions.

Thanks for that clarification. So does this mean there's a way to essentially "turn off" the CPU rescaling? The only two ways I could see it "turning off" is to change the 'Output Mode' to Simple or to just uncheck the 'Rescale Output?'

"Settings > Video > Output (Scaled) Resolution" - better quality Downscaling than any software. (IMHO)

Question: Why does not the Upscaling in non-standard resolution?

example: 1280x1024(5:4) -> 1350x1080(5:4)
1350x1080 changes to 1348x1080 or 1352x1080
this is due to the macro-block 4x4?
1350 is not divisible by 4 to make it an integer 1350/4= 337.5 :(
