Question / Help Which should I buy? New Processor or Avermedia?

So guys, I'm starting to stream in december, I have all my settings for OBS set.

I have the opportunity to buy a New Processor (i7 4790k) or an Avermedia Live Game Portable.

I now have my main pc with:
> i5 4670k
> GTX 970 4GB
> 24 GB RAM
> 120GB SSD (windows + 1 game)
> Ethernet with 4+ mb upload

And my "2nd PC" would be a laptop:
> i7 3632QM 2.20GHz
> 8GB of RAM
> intel 4000 graphics
> Wi-Fi only

Would it be best, in terms of stream quality, to get the processor or the avermedia gadget?

Slow USB 2.0 speed does lots of compression for anything above 720x480 at 30 fps, using up CPU usage and adding lots of capture delay. Avermedia Live Game Portable is only USB 2.0

It will be much better to go with PCI-E or USB 3.0, they have a lot more speed for up to 1080p60 and offer minimum capture delay. Check if your computer have USB 3.0 controller in device manager, for many computers, only some ports are USB 3.0 colored blue. Or, most desktop tower allows PCI-E cards inside the case.

Note: many AverMedia PCI-E single lane cards will only capture up to 1080p30 or 720p60. Elgato HD60 pro PCI-E and Elgato HD60-S USB 3.0 both have instant game view and will both capture 1080p60.

You may use a USB ethernet adapter, it may be better then WiFi.

Using a Elgato HD60 Pro PCI-E will tax my pc?

And is it easy to set it up for streaming? I saw videos of it having it own streaming app, does it work well?

Or better use OBS with the Elgato? (if is possible)

In your opinion the best option is to buy an Elgato rather than buying the i7?

You'll have FAR less hassle with a 1-computer setup and the 4790k, especially since you're even considering the elgato.

If I had to choose between the elgato or the 4790k, which would get me the best results? (considering I have only 4mb of upload)
