Which rate control has the least dropped rates?

Been testing out streaming in fb.gg.
I have 5mbps upload and I have my rate control set to cbr 3000kbps.
But when I stream I get frame drops and my stream health goes red every other minute or so. Stats say it's mostly network. So I tried lowering brate to 2000 but still drops
