Which encoder is best for my system?

So I've just watched a video from EposVox where he compare different encoders and their qualities. I've heard that Quick Sync, Intel's Integrated encoder has received some silent improvements over the years so I just want to cover all my bases.

My specs are below:
Core i3-10100, 4 core 8 threads cpu with UHD 630 iGpu
8 GB DDR4 RAM (4x2) dual channel configuration
GTX 1650 4 GB GDDR6
and that's all you should know right, lmk if I miss something

After watching the video uploaded by EposVox, I'm interested which encoder that should benefit my system more, x264, nvenc, or quicksync. Before you ask, I only stream nowadays with 12k kbps bitrate on youtube but I'm also interested if you guys would provide me the best recording configs too. So yeah you guys read the title, I want to know which encoder I should use that benefit my system the most.

His newest encoder comparison deals with the 2022 line of GPU encoders, i. e. 12th gen Quicksync and Ampere Nvenc (RTX 3xxx). You have an older line, 10th Gen Intel and a GTX 1650, which has a Volta Nvenc circuit. As far as I remember, in this older lineup Nvenc wins over Quicksync.

With your i3, you should prefer a hardware encoder and no x264, because the CPU power is better used for the game you capture. Between Nvenc and Quicksync, choose Nvenc because of its quality and internal workings that the encoder is able to directly encode from the frame buffer. Large traffic over the pci-express bus is avoided, which can avoid bottlenecks such as longer loading times with map changes, where a huge amount of graphic assets needs to be loaded into the GPU. Or generally a snappier game response time for game engines that do on demand loading of graphics assets.

Okay, so then he was way ahead of me, thanks for your explanation. Anyways, do you have a recommendation of what settings I should use on obs using the nvenc encoder, I heard that there's the HEVC version coming on OBS version 28, but before that can I record using Nvenc that uses the HEVC encoder? I'd appreciate it if you can lend me a settings for the OBS recording and streaming tab, I don't really understand all the options and what they do.
