Which Encoder and Bitrate Should I use ?

Depends on where you plan to stream. For YouTube, you should use AMD HW H.265 and for recording videos, but there may be compatibility issues in video editors. For Twitch, Kick and everything else, AMD HW H.264, but the quality will leave much to be desired. You can also use x264 starting with the veryfast preset, which will provide better quality than AMD HW H.264, but in CPU-intensive games, you may notice input lag and fps drops. In terms of quality, the best option would be x264 or AMD HW H.265
