Question / Help Where do VST plugins exist?

I'm sorry if this was already answered, but I can't find it... Latest build of OBS Studio running on Win 10 (bld-1607). I'd like to use Ochre, since some people have remarked that it works wonderfully. Downloaded the 64-bit version, since that's where I am. I've tried putting it in C:\Program Files (x86)\obs-studio\obs-plugins\64bit, and various other locations, but when I go to the Microphone/Aux, select "Filters," and add a VST 2.x Plug-in, I have no plugins to select. What am I not doing?
