Where can I get sdk for plugin development on windows?

I want to develop an OBS studio plugin, where can I get the sdk for all the necessary header files and DLLs? The doc here is too rough and it doesn't tell me how to setup the plugin development environment.

The doc here shows how to build the main project, but there is no information about how to build the plugin only. Can anyone help me? Thanks.
