When streaming OBS my internet uploads go down and it doesn't have the 10 upload speed that I have contracted

Since August I have had this problem before it was not like that but I have noticed that I lose bkps to red or the boxes change after a while and the uploads go up and down of my internet because it will be
 
In OBS go to Settings > Advanced > Network. Enable Dynamic Bitrate. Do that before you start streaming.
