When streaming Destiny 2, the game stutters so bad it's impossible to play, also happens when recording

As the title says, whenever I stream(or record) Destiny 2, the framerate averages around 20fps. I've tried streaming from another computer, but all I have is a laptop that can barely run Zoom. My PC's specs are: AMD Ryzen 7 5800X 8-Core Processor 3.80 GHz, 16.0 GB RAM, NVIDIA GeForce RTX 2060
