When OBS is maximized hotkeys don't work

My issue is when OBS *IS* opened. When OBS is opened my hotkeys don't work. Hotkey focussing is set to "Never disable hotkeys". When I am in-game or the OBS window is not selected or is minimized my hotkeys *WILL* work. This is the opposite issue that other people are having where it only works in-game.
