Question / Help When I stream PC games the stream is lagging but no FPS drop In game

I cant advice with elgato - never used it
Mandratory checklist for game capture:

1. 60hz desktop refresh
2. 60 or 30 in obs
3. 60 in game if there is switch for it (like bf3, bf4, overwatch)
4. enable vsync in game
5. run obs as admin
6. make sure your gpu can do stable 60fps in game without being maxed. OBS needs some of gpu resources as well. If you enabled vsync@60 and its still maxed lower resolution and/or details.
 
-I'm having a similar problem and I can only think it's twitch's server got a lot harder to stream to because of their recent bandwidth cap raised. I'm trying to stream at 1280x720 60fps 5000kbps and it stays stable for 30 seconds then drops to 1000 and starts dropping frames that then causes the stream to receive the lag when I myself in game am not. Obviously a connection lag has nothing to do with hardware, but it seems I am getting neither hardware or connection issues when playing online games, but my stream still drops in bitrate.

I did a stream test with the TwitchTest program and I can stream at 10,000kbps to three of the closest servers so my upload shouldn't be having any problems.

EDIT: Just tried streaming to YouTube with a bitrate of 8000kbps and no problems at all. Must be twitch side then.
