When I stream OBS ignores bit rate selected, sends bitrates as high as 200K kbps

I just started having this problem this week after the latest OBS update that including direct connections to Youtube. I set up the direction connection to Youtube in Settings>Output and noticed that OBS was ignoring my selected bit rate of 4000 to 8000 kbps (I changed the rate several times while testing). It was instead encoding anywhere from 50K kbps up to 200K kbps. This has lead to decreased performance and a very choppy Youtube live experience for my viewers. Here is the link to my log file:

Interestingly, when I go to Settings>Output and select "Simple" then the bit rate is not ignored, but I only have the option of choosing the X264 encoder so performance is still not great. The issue discussed above happens when I have "Advanced" selected and the Mac VT H264 Hardware Encoder selected. I also have the issue when the Apple VT H264 Software Encoder is selected but it starts getting the Encoder Overload error almost immediately and it begins dropping frames.

I am running this all on an M1 Macbook Pro with 16 GB of RAM.
