When I stream, audio is great but video is laggy with around 2-3fps

As the title says, whenever I stream the video lags out when being output on the youtube streaming service. I'm streaming at 1280x720 at 30fps and my bitrate is 1766 kpbs and my encoder is x264.

basic system specs:
Ryzen 5 1600
GTX 1060 6GB
16gb ddr4@2400mhz
