Question / Help When i launched OBS FPS in CS GO dropped in a half

On summer i streamed cs go without any issues but i left the game for a while, and now when i launching obs even without capturing i've about 50 fps in cs go menu, but without obs i've got 100+. I've checked my pc load but there's no overloading so that's only obs issue here's a screens before launching obs and after

I get hard freezes. Are you just losing FPS, or are you also experiencing sporadic/short freezes?
