I've tried restarting, deleting old folders, and reinstalling multiple times, but it doesn't work at all. I'm running Windows 10 Insider Preview. The old OBS installs and runs easily. On first attempt, the licence window pops up. I agree, and then it closes, and nothing happens.

Check your task manager. Is it running after all?
Mine took its time on first start. Checking the task manager I could see it working and after some time it opened its ui for me. Subsequent starts were quick as usual.
