What's the name of this HDMI capture issue? How do I fix it?

I connected my Fuji X-T100 to my PC through a cheap 4K capture card (I record only in 1080p).
My first recording show an issue I can't identify, so I don't know how to look for a solution.
Here's a screen capture:

You see the chin is "broken". It happens repeatedly during the recording.

Is it a problem with the card or with OBS? What's his name?

My guess is some dependency with your capture FPS and record FPS.

This issue is called tearing. Usually, it stems from different fps settings between devices or video sources. It happens if a video frame changes during capture. The beginning of the picture contains the video data of the previous frame, the end of the picture contains the video data of the following frame.
Make sure your camera is producing the same fps as your capture card captures as well as the framerate within OBS. Look into the camera menu, into the capture card configuration, and into OBS->Settings->Video.

The suggestion worked, sorry for not coming back when I tried.

A strange thing is happening though.
If I set 24fps on my camera, capture device and in OBS, no tearing. If I set 50fps on all three, it comes back.

Why?
Could it be the capture device?
