I would like to record 1080p 60fps but I seem to be having trouble finding good settings do you guys have any suggestions?
Specs:
Ryzen 3 1200 OC to 4 GHz
Raedeon RX 560 4GB Core Clock Memory 1350 MHz Effective Memory 1900
8GB 3066 MHz
2TB 7200rpm 64mb cache
Don't say I can't record 1080p 60fps because my friend can record 1080p 60fps and he has a weaker system than mine.

Well, try it and use different settings and see what works for you...
Start with your friends settings and go from there...

Simple Mode-Recording-High Quality, Medium Filesize
Encoder - AMD VCE (
make sure you have the newest beta drivers 18.1.1?)

Just because your friend can do it does not mean you will automatically be able to as well.

You are in luck as you have a reasonably good graphics card (Better than mine for recording using h264) The only way you will likely be able to record at 1080p60fps with your hardware is via your GPU.

Below is a link to the specifications of VCE 3.4, which your graphics card architecture supports:
https://github.com/Xaymar/obs-studio_amf-encoder-plugin/wiki/Hardware-VCE3.4
Do note, even though the specs are listed as determined throughput, you may not be able to run your card at those specifications, your other hardware will be the determining factor to a very large degree.

If you have any further issues or want to try for better quality, please do a few minutes' worth of recording/streaming (Doing what you would normally do in-game) then stop the recording/streaming session, then upload the current logfile so I or someone else can further assist in troubleshooting:
