1280*720/60 stream looks pretty good starting from 3.5 mbit/s x264 veryfast or 4.5 mbit/s on nvenc or AMF. Depends on your encoder.

Also, give TLDR in such posts. Like "my upload to COUNTRY is SPEED". Not many people will dig logs just like that. Neither did I.
