That CPU is a bit weak but if you use quick sync your pc should be able to handle it.

Rate control CBR
bitrate 3000 (slower if your internet cant handle it)
target usage performance

Anymore setting I need to be aware of?Also its a little laggy and still when I lower my bitrate.But it also use less of cpu when I record games like agario.

If your still getting lag with those settings for streaming, you will need to lower your resolution and/or framerate
