What is the maximum resolution and FPS it can capture and record?

I'm building an X570 computer with a Ryzen 9 3900X CPU, a 5700XT 8GB GDDR6 GPU, 32GB (2x16GB) 288-Pin RGB DDR4 SDRAM DDR4 3200 and a 32" Quad HD 2560 x 1440 2K Resolution 144Hz 5ms Monitor. Will this record at 1440p 144FPS or 1440p 120FPS or someting else?

I don't know, probably it will work, depends on the CPU demand of the game(s) you intend to record. But if you build a new PC for streaming or recording in mind, get a Nvidia RTX or GTX 1650/GTX 16xx SUPER GPU to have the option of nvenc. Your CPU might be powerful enough to do software encoding, but there might always be the situation where this isn't enough. Just to have the option.

I've already purchase my parts and got the Radeon 570X , which can handle 8K at 60FPS and 4K at 120FPS. I want to know what OBS studio can capture.

Unless you plan on adding (2) more 16GB sticks of RAM in the future, you blew it. If you're staying with 32GB, should have gone with (4) 8GB sticks, 3600Mhz CL14 or CL16. I also think your going to regret getting an AMD GPU. I kicked my Fury X to the curb back in February in favor of a GTX-1660 Super & never looked back....
