My specs are i9 13900k with a GeForce RTX 4090. My internet speed is about 937.53 mbps download and 946.00 mpbs upload. What are the best settings for my setup/connection? What is the best encoder settings bitrate?
What is the best bitrate for recording gameplay at 1080p 60 fps without losing any quality

Choose simple output mode, "Indistinguishable Quality, Large File Size" and as encoder Nvenc h.264 if your care about compatibility. You might choose the new AV1 codec available from the RTX 4070, however that's only reducing file size but not changing quality. It's possible postprocessing tools are unable to deal with AV1.
